During the past two decades-plus, the ESC has collaborated with other organizations to design, assemble and deliver a set of “best practices” processes, documents and resources for Energy Savings Performance Contracting (ESPC) program administrators. The resources below represent the cumulative experience of the private and public sectors.

  • ESC-NASEO-NAESCO ESPC Program and Project Principles 2019 - To better inform states, ESC, NASEO and NAESCO have developed a set of principles to support greater understanding and confidence in ESPCs and growth in its use to achieve benefits.
  • ESC State Chapter Playbook - The Chapter Playbook outlines approaches from around the country of how to operate a successful state ESC Chapter in support of a statewide public program to increase ESPC activity in a state.
  • Concepts & Fundamentals of ESPC – A video series examining a variety of fundamental concepts from an overall explanation of the process to success stories documenting case studies in the MUSH market (municipal, universities, schools, healthcare).
  • Case Studies – A searchable database that offers a state-by-state collection of ESPC case studies. Searches are organized by states, ESCO, project title, market sector, technology, and financing source.
  • Request for Proposals – On-line form to post current RFPs.
  • Performance Contracting – A general overview of how ESPC works.
  • State Needs Assessment Analysis – Based on survey responses from 35 participating states this analysis provides insight into the trends for developing and maintaining programs throughout the country, and the states’ adoption and implementation of the ESC 10 Key Attributes of ESPC Program Readiness. (Surveys were conducted in 2016, 2017 and 2018).
  • Executive Orders by State – The ESC has identified 14 Executive Orders issued by governors since 2001 in support of Guaranteed Energy Savings Performance Contracting (ESPC). Executive Orders are listed by state with a summary and link to the document.
  • Program in a Box: How to Design a ESPC Program – A collection of proven procedures, tools and resources in support of key programmatic attributes that make for successful programs at the state level. If you are building a ESPC program from scratch or improving an existing a state-wide ESPC program, these resources can assist. Resources include streamlined procurement and contracting templates, jobs calculator, pre-recorded webinars, a check-list for end-users, and more.
  • ESPC Map of Dollar InvestmentsRace to the Top map of investment data per state. Map illustrates state and local ESPC projects by total dollars invested, dollars invested per capita, number of job years created, estimated annual source energy saved and estimated annual tons of carbon avoided.
  • Technical Assistance – Partnership agreement form and questionnaire for requesting direct ESC technical assistance.
  • Local Government Guidance – National Association of State Energy Officials (NASEO), National Association of Energy Service Companies (NAESCO), National Council of State Legislatures, Department of Energy, Cities & Counties case studies, compendium of compelling reasons to use ESPC, pre-recorded webinars.
  • Workshop in a Box – A collection of resources for conducting an ESC Chapter workshop, including a planning and implementation checklist, templates for announcements and sponsorship solicitations, slideshows, presentation guidelines, certificate of training, sponsorship recognition, and thank you letters.
  • Financing – The impact of Dodd-Frank as it relates to who can solicit financing, and who can advise on issues related to financing, is explained.
  • Legislation – ESC collection of state specific legislation and executive orders.
  • Model Instruments for ESPC – The document set assembled here was created as part of a complete package to guide and promote the standardization of contracting instruments and processes to assist in bringing the ESPC industry to speed and scale, including: RFPs to prequalify ESCOs, sample contracts, evaluation for ESCO selection, scoring spreadsheet, IGA audit contract, schedules, financing solicitation, and MOUs.
  • End-User Resources – A variety of insightful perspectives defining ESPC and the significant benefits that it can provide. These resources and tools focus on what the end-user needs and wants to know about ESPC.
