This approach has proved successful in many states and is an ESC-recommended Best Practice. Alternatively, each facility owner can go through a traditional RFP process. In 2014, the US Department of Energy commissioned a group to revise, for the first time in nearly a decade, the Model Procurement and Contracting Documents for guaranteed energy saving performance contracting that have been adopted and used by numerous states throughout the country.
